Cell phone starting to annoy me

I have voice mail with my cell phone, and I can't figure out how to turn the damn thing off. It only lets the phone ring twice then dumps the caller to voice mail and it's such a headache. If I could set it to only go there after say 10 rings I'd like it, but two?? Come on, who the hell can even answer their phone after two rings? I'm looking for how to disengage it, but no luck so far. Thing is going to drive me and the folks that call me over the edge.
