Okay, I have cured the problem of the short legs on the figure. It was actually not as hard as I feared. What I did was removed the clay up to the waist, bent the waist a little to make the torso shorter and use more of the leg area for legs, then extended one ankle (the one that is bent) just to make it look a little better and reinforce the clay where it would be bent.
I also folded back the hand part a little and rebent the raised elbow so the figure's arm was not so long. Last, but not least, I used needle nosed pliers to lengthen the neck a little so there was more neck to the figure.
I think the revised figure looks much better.
