How do wooden arrows help banks?

I've been watching CNN's coverage on the mortgage crisis bailout and the bill that the President signed to bail out the banks and stuff and I have just one question - with all those padded things that they added onto that bill, were there any that would really make a difference? Were there any in there that might help family caregivers that give up so much to help the elderly of America? How about something that would help someone in my situation, where I can not qualify for any kind of bank loans or mortgage refinance and because of that is facing losing their home? You'd think things like that would be more important than wooden arrows for children and rum imports - wouldn't you?
